Job Description:
  • Summary of primary functions: Performs administrative duties required by WIOA, One Stop Contract, and Area 40 Workforce Development Board (WDB); performs fiscal oversight and management of office and staff; and cultivates strong working relationships with public and private, community and regional partners and leaders in workforce, education, and economic development in order to meet the needs of the 8 parishes that the One Stop Grant Serves
  • Oversee development of annual budget, efficient operation of financial and record management reporting systems ensuring performance, fiscal outcomes, and programmatic integrity
  • Develop and lead staff to ensure effective implementation of the Parishes workforce development programs by means of performance planning and evaluation systems for all employees. Identify gaps in performance; anticipate and address internal and external factors that control success
  • Develop and implement plans and programs related to the WDB and partner organization efforts
  • Collaborate closely with community, parish, regional, state, and other organizations to ensure workforce development efforts and successful in addressing the economic priorities within 8 parishes
  • Lead sector based efforts, including supervising staff related to WDB's convening of high priority industry representatives and others in order to successfully coordinate activities of employers, community colleges, university, trade associations, and related training organizations
  • Other duties as requested by the Associate Vice President of Workforce & Economic Development
  • To ensure business services and job placement activities are implemented in accordance with established processes and standards, resulting in employment for participants and meeting the workforce needs
  • Facilitate continuous improvement efforts through data collection, analysis, and recommended process improvements
  • Develop reporting processes that provide timely, meaningful information on Center/System activities and outcomes, in order to provide the Workforce Development Board with the information needed to evaluate performance and perform their oversight responsibilities
  • Provide staff training opportunities that increase the capacity of Center/System staff to serve customers
  • Support the Local Workforce Development Board in developing benchmarks to measure a baseline of "system performance." e.g., customer service, system flow, etc. In future years, the expectation is that the Director will make recommendations for continuous improvement based on this data
  • In conjunction with staff from the Local Workforce development Board, the Director will develop an appropriate mechanism to semi-annually report on the progress and performance of the partnerships across the One-Stop System to the Local Workforce Development Board
  • Ensure staff receive, review, and adhere to all policies issued by the Local Workforce Development Board and Louisiana Workforce Commission
Qualifications:
  • Bachelor's Degree from an accredited College or University (Master's degree preferred) in related field and 10 years of relevant work experience
  • Management experience including supervision of employees overseeing and coordinating fiscal operations, development of policies and procedures, and applying rules and regulations
  • Successful project management skills and collaborative community and partnership engagement including private sector experience
  • Strong verbal and written communication skills, as well as public speaking skills
  • Strong interpersonal skills and the ability to work well with One Stop staff, Workforce Development Board members, education providers, economic and workforce development professionals, community representatives, employers, and public officials at all levels
  • Proficient in Microsoft applications and general and general knowledge of Louisiana Workforce Hire system and US Workbase software
  • Knowledge of the Workforce Innovation and Opportunity Act (WIOA) or its predecessors such as Workforce Investment Act (WIA), Job Training Partnership Act (JTPA), etc.
